Following the Russian invasion of Ukraine in February 2022, the UK government imposed sanctions on persons believed to benefit from or support the Russian government.

Mr Makarov was designated by the UK in September 2022, allegedly because he was involved in supporting the government of Russia through carrying on business in the Russian energy sector.

Peters & Peters made a series of submissions to the UK government, challenging the lawfulness of this decision to sanction him. A court action was filed and, following the service of grounds and evidence, the government de-listed him on 5 March 2024 with immediate effect.
